The primary vehicle for determining local targets in recent years has been the system of Regional Planning Guidance, in conjunction with county-level Structure Plans.

The guidance mechanism operated by the DETR, now involves a more consultative process through a forum comprising representatives of the regional conference, and development and environmental groups. The factors taken into account in determining the guidance level of housing provision are set out in Box 13.1.
